Like when you want to marry someone, you propose, then leave application to registry office and at planes date you register your marriage official in presence of witnesses (of groom and bride), families and friends with party hard afterwards :) Also, you can then marry in church, which is not necessary nowadays. Well, actually it's not necessary over a century already, since communist came to power and after their downfall too.

It's hard to tell much about it without some concrete questions :) Russian culture and language sort of complicated to summarize in couple words.

About what language and culture you want to know? I'm a little bit confused.
